In large cities, there is far more noise pollution than ever before; this comes from a huge range of noise sources such as traffic, alarms and music/sport venues. As cities populations get larger, people start to inhabit an increasingly compacted space the work of acoustic consultants is becoming ever more important to help reduce excess noise levels. This can be done through a variety of means and methods, one of the most important methods in the context of busy urban environments in the noise impact assessment.

The main purpose of a BS8233 noise assessment is to measure and predict the impact that a development will have on the surrounding environment, residents and whatever noise sensitive receptors happen to be within the vicinity of the development.

The local authority may require a noise impact assessment for a number of reasons, this can include the opening of an entertainment premises in a sensitive area, the installation of new mechanical plant such as a new air-conditioning unit or a change in opening hours of a premises that already has permission to operate from the local council, such as a bar/nightclub wanting to extend its licence from 23.00 to 02.00.

A noise impact assessment may be required at the application stage or once planning permission has been granted. A noise survey and report are required if:

  • The proposed development with commercial areas that may create noise which may affect nearby noise sensitive properties. For example, a new commercial activity near existing residential properties.
  • The proposed development location will be sensitive to noise and is likely to be affected by existing noise sources i.e. busy roads, railway, airports or commercial activity.

=The noise impact assessment is to demonstrate that:

  • The source of noise is evaluated and quantified
  • Nearby noise sensitive receptors identified
  • Noise receptors have been determined with reference to noise standards

The BS8233 noise assessment may also set out control measures where it is necessary to reduce noise to acceptable levels. For example, the installation of different glazing e.g. from double to triple glazed panels or acoustic trickle vents are installed so that internal noise standards are met.

If noise levels are shown as NEC category B and above, the local authority will look for noise reduction measures that will achieve the “good” internal noise level criteria in bedrooms and living rooms set out in BS8233:2014.  Where the noise levels are shown as NEC category D, the local authority usually recommends that planning consent be refused.

Where the noise levels are shown as NEC category B and above, the local authority will look for noise reduction measures that will achieve the “good” internal noise level criteria in bedrooms and living rooms set out in BS8233:2014 (shown Below).  For outdoor garden areas, noise levels should be less than or equal to 55 dB(A) as recommended in the World Health Organisation Guidelines on Community Noise. Where the noise levels are shown as NEC category D, the local authority usually recommends that planning consent be refused.

To undertake accurate sound testing, we require the site noise levels to be kept to a minimum. During the sound insulation testing, our equipment produces high levels of noise – between 100-110dB! However, to record accurate test measurements, relatively quiet conditions are required on site throughout the testing. Any site operatives working in the testing area will have to leave temporarily and any noisy works in the vicinity of the test areas including external site activity such as groundworks, drilling and banging will need to be halted. 

We also require full access to all the rooms being tested. We provide a full testing schedule within our quotation which will clearly identify suitable couplings of test rooms which may require access to adjoining neighbours dwellings to enable us to complete the sound testing

What’s the Duration of the Sound Testing? 

The time taken to undertake sound testing varies from project to project as no site is exactly the same. Taking into account standard site conditions a set of tests on houses -two airborne walls will take one to two hours. A six pack of tests on flats – 2 airborne walls, two airborne floors and two impact tests will take between two to three hours. Throughout the sound testing, we will require full free uninterrupted access to the units/rooms in all test areas.

Sound Insulation Site Audits

We can undertake acoustic site audits, to let us view the existing site construction. This allows us to check for potential problematic areas such as the inclusion of lightweight blocks within the existing wall construction. It also lets us check that the installation teams are installing the acoustic materials as per manufacturer’s guidelines, thus avoiding crucial onsite mistakes. In our experience a sound test failure is often due to the poor workmanship rather than the actual design. The site survey visits negate the risk of sound test failure.

With many years’ experience in building acoustics, we are able to diagnose the reasons for the sound test failure and recommend a cost-effective solution. Often, the reasons for the partition failure are obvious to the test engineer in which case the advice will be minimal and subsequently the cost for acoustic design advice will be minimal. Sometimes, there are more technical issues which require more detailed diagnosis and invasive investigation, such as large amounts of noise flanking due to serious design faults, e.g. poor material isolation.

Precompletion Sound Testing

To help enforce good acoustic design principles pre-completion sound testing was introduced July 2003, this resulted in all new build properties and conversions which were built after this date are require 10% of each party wall/floor construction type to be tested.

Precompletion Sound Testing is carried out between pairs of rooms separated by party walls or floors. The two ‘habitable’ areas that usually require sound testing are living rooms and bedrooms, although other rooms can be tested if this is not possible, i.e. kitchen to bedroom.

London is a massive city containing over 8 million people. In this overcrowded environment it is essential that noise transference between adjoining properties in kept to a minimum for the occupant’s well being.

When there are problems with noise transference between dwellings, and the building’s design is called into question, we can offer advice on how to upgrade the wall and/or wall partition to improve the sound insulation values.

We have extensive knowledge regarding the way different materials and construction methods can influence the results of a sound test and subsequent noise transference, this helps to ensure your company achieves compliance with the Sound Testing for Part E of Building Regulations at pre completion stage.

Pre completion sound testing in London has been a mandatory requirement since July 2003. All new build properties and conversions which were built after this date require 10% of each party wall/floor construction type to be tested. Sound insulation testing is to be carried out between pairs of rooms separated by party walls and/or floors. In is usual to test between living rooms and bedrooms as these are classed as the two main habitable rooms; however, other rooms can be used if this is not possible such as study’s, kitchens and dining rooms.

Also, we are also experiencing a rise in the amount of sound testing that’s required to existing London buildings which isn’t surprising as the amounts of noise complaints to councils has doubled in the last 10 years, as a result we have carried out a large amount of sound tests in council/housing association blocks, where the residents are experiencing excess noise between the dividing wall and floor partitions.

We also undertake sound testing to existing flats where the lease stipulates that wooden floors should not be used instead of carpets and as a result of the change of floor finishes the noise levels have increased through the floors – especially the impact noise.  In all these instances we can undertake sound testing to highlight the existing noise levels so acoustic upgrades – if required) can be targeted and implemented, i.e. it may be as simple as installing an acoustic membrane on the floors below the timber floor.

The airborne sound testing is undertaken by using a sound source, amplifier and loudspeaker to generate a high noise level in one room (the source room). Noise measurements are then taken in both the source and receiver rooms using a prescribed number of source and microphone positions. The background levels in the receiver room are measured and the reverberation time in the receiver room is also measured. From the results the airborne sound insulation (DnT,w + Ctr) is calculated and compared to the requirements of Approved Document E.

For vertically separated rooms, another type of sound test called Impact sound testing may also be required. This sound test is undertaken using a tapping machine which drops a series of weights onto the floor of the upper room. The noise level in the lower (receiver) room is measured for a prescribed number of source and microphone locations. The background levels in the receiver room are measured and the reverberation time in the receiver room is also measured. From the results, the impact sound insulation results (LnT,w) is calculated and compared to the requirements of Approved Document E of Building Regulations.

A planning noise survey needs to be carried out by a suitably qualified acoustic consultant, preferably UKAS accredited in acoustics.
